In a society, all the elements including govt and its citizens are bound to operate their work legally and within constitutional limitations. A govt formulates rules, and regulations, and maintain order and justice but it's a citizen has to be responsive and understand all these activities and follow the process, and procedure for the betterment of society, govt can't interfere always and every matter in society, that's why a citizen has to understand its role with full clarity and conviction, so that govt and citizen can't interfere each other's duties and create problems.
