Growth and Prosperity of a country depends on the development of its human assets. India, being a very large and populous country, so, it is challenging for the government alone to alleviate poverty from society and to instill the tenets of healthy life style to those who are far away from civilisation. For this, forefathers of India, during post independence period, formulated many rules and regulations, but unfortunately, the benefits of those rules did not reach to the real sufferer, instead, some beneficiaries of solvent class, utilise it for their own interests, disregarding the vision of the wise personalities, to reap their fruit. For this, after Seventy Five years of independence, it is seen, disparity grows at many level which becomes a sore of contention of unhappiness amongst students, employees and to the citizens in general.
Our forefathers, the founding members of the nation, had the wishful thinking of making a great nation, where every citizen would have the same access to country's wealth. For this, they, in the Constitution, made specific reference to uplift the living standards of Scheduled Caste and Scheduled Tribe people by providing reservation at Education and Govt. Services. They also emphasised to promote the reserved candidates in service ahead of general caste employee, but those greats, most probably, could not visualise, that the small group of SC, ST, already enjoyed the benefit, won't share this to their fellowmen who are ignorant of such schemes. Instead, they prefer to clinch those benefits for their own coming generations. This misusing of the policy, thus, fails to uplift the tribals and many of them are still living in pitiable condition whereas a handful of SC, ST community, by exploiting the rules to their favour, are amassing wealth and education for generations together. Besides favouring limited SCs, STs, the nation is breeding frustrated young people of General Caste, when they, despite being meritorious, genius are deprived from getting admission to their choicest education and to get employment of their caliber. This exploitations are still continuing and the present Rulers, irrespective of their ideological beliefs, are not taking any constructive attitude to these problems that can drive the nation towards development in true sense.
The efficient general cast people when finds himself being ignored by the management of the government institution and gives promotion to the reserved inefficient, incompetent people, for the government's policy, then he becomes demoralised and his potential of further development got halted. In many cases, it is found that real genius of government sectors are switching to private organisation and steering those private houses to the driver's seat of country's economy. But those great founding luminaries, if had made this SC, ST Reservation mandatory for the private sector also and made them to oblige the same responsibility like govt. sectors, then, most probably, the picture would have been different and the country could have seen a different fabric of socio economic structure. Putting responsibility to the government sector only, became proved non productive.
Reservation policy on caste basis, one thinks, is now no longer prudent to continue, because, the menace of untouchability has been abolished in the country. So, the reservation, if at all, found necessary, then that policy should give priority to the economic status of the incumbent, ignoring caste and religion.
The political parties think otherwise. They are believed, not interested to create job opportunity where the people can earn their livelihood. This inequality now become a tool for the political parties to garner votes during election.
Instead of creating job opportunities, the political parties prefer dole practices. This dole policies are now becoming very popular in India to woo a calculated section of society for purchasing votes by the Political Parties, for, either to grab power or to remain in power of the country.
Now, after Seventy Five Years Of Independence, the country realised that a very large number of people, specifically, women need to be empowered who are still dependent on their family and in many cases the girls due to poverty, are being traded by traffickers. Had there been any policy for those needy poor girls, then, it is sure, the women traffickers could have no easy access for trafficking. Not only the women are succumbed to traders but they are even ill treated in their family and society also. So, it is required some policy for those girls to live with respect and dignity. Now, what is surprised, that all political parties, though accepted the pitiable condition of a very large number of women, but not shown any interest for designing a well knit scheme at national level for growth and upliftment, instead, they, in the name of Social Engineering, are alluring women by giving doles, thus, making assured vote bank for their own benefit. Another things have been noted, that, those Political Parties are very generous just before the ensuing elections.
What it needs today, for real uplifting of the weaker section, is to design a scheme on economic condition of the individual, ignoring caste and religion and the benefit should be restricted for one generation only.
Some government and some political parties, now found engaged in wooing the voters on religious beliefs which is more prone to create conflict in a peace loving secular country, India. The country who has no State Religion, then why the particular Religion Preacher will be given monthly emoluments and why for particular festivals, the organisers will be encouraged with monetary support? This kind of approach, if discard, and the political parties are sincere to create job opportunities, then only country can move forward and can be a strong nation who can claim respect from rest of the world.
It is very shocking and contrasting to note that when India is strengthening its economic power and getting world's recognition, then why free rationing is given to more than half population of the country. Instead of giving free ration, free dole like Laxmi Bhandar, Ladli Bahan or transferring ₹10,000/-, ₹9000/- to the women's Bank Account, if the Ruler can make scheme for the earning of same amount, then, it is believed, that all women will prefer to earn than to get dole, because nobody likes to see herself as a beggar and does not like to live at mercy of others.
There is no denial of Reservation's necessity but the policy should be implemented judiciously for the benefit of individual, organisation, institution, community and of the country.
This will be wise, if in a family, only one generation to get the benefit. It should not be like today's policy where the very rich and respectable SC, ST family members continuously, generation together, taking advantage, whereas a poor Brahmin or Kayasthya, etc. of higher caste people are forcibly made sufferer. So, the benefit need to be provided to one generation only.
In a government service, one can be allowed for getting job on quota but the promotion over other competent upper class employee should not be permitted, because, this favour has already been proved non productive and frustration of competent employees cause a great damage to both individual and organisation.
In higher education, all kind of reservation needs to be withdrawn because less knowledgeable scientists, doctors, engineers, professors, teachers are doing great damage to the nation, so, once, after completing school education, all participants to be judged on their potential and competency only.
If Indian politicians are serious about the growth and prosperity of the country then proper schemes are required to framed and implemented and the benefit to be percolated to the the real needy, not to specific castes and tribes and dole practices need to be thrown away.
