“A disaster becomes a tragedy not only when nature turns violent, but when our preparedness fails to keep pace with nature’s warning.”

Assam has always lived with floods. Every monsoon, the Brahmaputra and its tributaries rise, fields disappear under water, and thousands of families prepare themselves for a difficult few weeks. Floods are not new to Assam.

But the floods of 2026 have forced the state to confront a different and uncomfortable question: What happens when the flood comes from a direction we were not prepared for?

At one stage of this year's crisis, the death toll had reached 78, while more than three lakh people were affected across seven districts, including Sivasagar, Charaideo, Golaghat and Jorhat. Relief and compensation efforts began as floodwaters receded in some areas, but the danger was not completely over, with the India Meteorological Department warning of further heavy rainfall. What made this flood unusual was not merely its scale, but its source.

This time, the Brahmaputra was not the whole story

When we think of Assam floods, the first image that comes to mind is usually the Brahmaputra overflowing its banks. This time, however, the story began much farther upstream.

Extremely heavy rainfall in the hills of Nagaland sent enormous quantities of water rushing towards Upper Assam. Tributaries such as the Dikhow and Disang rose rapidly, carrying the excess water towards the Brahmaputra system. Some river levels crossed previous records.

The Disang at Nanglamoraghat, for instance, crossed 96.49 metres on July 20, breaking a record that had stood since 1998. The Dikhow also crossed its previous record.

This changed the character of the disaster.
For communities in parts of Upper Assam, this was not simply the familiar seasonal flooding they had learned to live with. The water arrived rapidly, leaving little time for families to understand what was happening or move to safer places. And this is where the question of preparedness becomes unavoidable.

When rain in one state becomes a disaster in another

One of the biggest lessons from this flood is that rivers do not recognise political boundaries. Rain falling in the hills of Nagaland does not remain there. It follows the natural slope of the land, enters streams and tributaries and eventually reaches Assam.

Reports indicate that parts of Nagaland experienced exceptionally heavy rainfall during this period. In some areas, rainfall was several times higher than normal.

This is where the phrase “five hundred per cent excess rain” captures the extraordinary nature of the rainfall, although the actual percentage varied from place to place and depended on the period being measured. But perhaps the more important question is not simply how much rain fell.

It is: Did the people downstream know how much water was coming, when it would arrive and where they should go?

Was the warning system fast enough?

Modern disaster management should not begin when floodwater enters someone's home. It should begin much earlier.

India has weather forecasting systems, river-level monitoring, flood warnings and emergency-alert mechanisms. Assam also has the Assam State Disaster Management Authority and district-level disaster-management structures.

But the effectiveness of a warning system is ultimately measured by one simple question: Did the warning reach the person who needed it in time?

A warning sitting inside a government system is not enough.

It must reach the farmer in his field.
The family sleeping inside their home.
The elderly person who cannot move quickly.
The village that has never experienced flooding of this magnitude.
And, most importantly, people must know what to do after receiving that warning.

Relief is not the same as preparedness.

There is something deeply paradoxical about the way we respond to natural disasters. We are often very good at reacting. Rescue teams arrive. Boats are deployed. Relief camps open. Food and medicines are distributed. Compensation is announced.

All these efforts are necessary, and the rescue workers, volunteers and ordinary citizens who help during such moments deserve appreciation. But relief is not preparedness.

Preparedness means identifying vulnerable villages before the rain begins. It means maintaining evacuation routes, preparing safe shelters, keeping emergency supplies ready and ensuring that warnings move quickly from one state to another and from officials to ordinary families.

Assam has a vast network of embankments and flood-management infrastructure. Yet the 2026 floods have shown that embankments alone cannot solve a problem created across an entire river basin. A river is a living system. Building a wall beside it does not change what happens upstream.

Nature is not the only factor.

It would be unfair to blame everything on one episode of extreme rainfall. Experts and regional reports have also raised concerns about deforestation, mining, quarrying, road construction, sedimentation and changes in natural drainage in parts of the upstream catchments.

These factors can increase runoff, erosion and the amount of sediment entering rivers. This does not mean that development alone caused the 2026 floods. 

But it does remind us of something we often forget:
What happens in the hills eventually reaches the plains.
A forest removed in one place can affect a river far away.
A blocked drainage channel can become tomorrow's floodwater.
And a river carrying increasing amounts of sediment has less room to handle an extreme flow.

Behind every number is a human story

Statistics tell us how large a disaster is. They do not tell us what it feels like. For a family, “three lakh people affected” is not just a number.

It may mean a house filled with muddy water.
It may mean losing a year's harvest.
It may mean leaving home with only the clothes one is wearing.

For a farmer, a flooded field represents months of labour disappearing in a few hours. For a child, it can mean school suddenly coming to a halt. And for families who lose someone, no compensation can truly measure that loss.

This is why Assam's floods should not become another seasonal headline that disappears when the water level falls.

The water may recede. The questions should not.

The roads will eventually reopen. Schools will resume. Fields will begin to dry. But the questions raised by the 2026 floods will remain.

Could upstream rainfall have been communicated faster?
Could Assam and Nagaland have had stronger real-time coordination?
Were communities adequately prepared for a flood arriving through tributaries rather than the Brahmaputra?
Are we investing enough in early-warning systems, watershed management and scientific flood mapping?

And perhaps the most uncomfortable question:
Are we preparing for the floods Assam has experienced in the past, or for the floods that a changing climate and changing landscapes may bring in the future?

The answer cannot simply be another relief package after the next disaster. Assam needs flood management that looks beyond state borders and beyond the Brahmaputra itself. Forests, tributaries, wetlands, riverbeds, embankments, settlements and communities are all parts of the same system.

The 2026 floods have reminded us that disasters do not always announce themselves in the way we expect. Sometimes the river we are watching is not the river we should be watching.

And sometimes, by the time the water reaches our doorstep, the real disaster has already begun hundreds of kilometres upstream. Assam has survived floods before. But survival should not be the only measure of preparedness. The water will recede. The lessons must not.
