The Environmental Performance Index (EPI) is an annual survey done by researchers from Yale University and Columbia University in partnership with the World Economic Forum. It paints a bleak statistical picture. According to the EPI 2026, India ranks 176th out of 177 nations in the index with an overall score of 22.46 out of 100. India ranks extremely low in the world as well as in comparison to other nations in South Asia such as Bhutan, Sri Lanka, Nepal, Pakistan, Maldives, and Bangladesh. The factors considered for this poor rating include air pollution, reliance on coal energy, biodiversity, and emissions of greenhouse gases.
On the other hand, India’s appalling position in the index also comes hand in hand with an alternative narrative by the Indian government, which claims that these rankings do not take into account the real progress made on the ground. The government contends that India is making rapid strides in terms of renewable energy capacity building and meeting its Paris Accord goals well in advance and slowing down the increase rate of major atmospheric pollutants. It takes more than a numeric ranking to figure out who is right.
As stated above, the Environmental Performance Index uses quantifiable variables in the areas of environmental health, ecosystem sustainability, and climate policy effectiveness. In terms of India, the weakest sub-indices can be traced back to air pollution and dependency on heavy industries. Concentrations of microscopic particulate matter ($PM_{2.5}$) across major urban areas regularly exceed the recommendations of the World Health Organisation, causing huge health and economic losses for India.
On the other hand, energy infrastructure also carries much weight in the scoring system of the index. As a matter of fact, coal is still the primary base-load energy source for the Indian electric grid. Due to industrial expansion and grid access, India's total emissions increased by about 32% over the last ten years, making it the third-largest greenhouse gas emitter in the world. Although per capita emissions are low, the EPI index places more emphasis on national totals and trends. When analysed solely based on air quality, ecosystem sustainability measures, and total carbon footprint, the poor score is fully justified.
As per the Indian Ministry of Environment, Forest and Climate Change, along with independent analysts within the country, international indices suffer from methodological errors and a weighted bias towards the past. One criticism of this is the issue of equity - where the EPI does not sufficiently consider the history of emissions, degree of industrial development, and per capita consumption. For a developing nation pulling millions of people out of energy poverty, there is bound to be an increase in emissions that wealthier nations managed to sidestep decades ago.
Moreover, a look at the numbers reveals that there is a positive trend. Within the framework of the EPI index, there is evidence of positive trends over the past decade. The very dataset used by the report proves that although the absolute number of emissions continues to rise, the rate of increase in some major emissions is either stable or slowing down compared to GDP growth. Internally, India has seen rapid installations of solar and wind energy projects well before the deadline, in addition to national programs on afforestation and electric vehicles.
The clash between the position of the government and the score achieved in the index is a result of different interpretations of development. Composite indicators for the world use current baseline results, such as ambient air quality or active forest cover, where the already developed countries have an advantage because they have been operating in the industry for decades.
On the contrary, local policy evaluation focuses on the pace of change and intentions. Indicators emphasising per capita footprints, speed of energy transition, and effective policy implementation give a much more dynamic picture of the environmental development of India. If an index punishes hard with its negative score on the absolute numbers of emissions and pollution without taking into account social and economic needs, then a discrepancy arises.
Both viewpoints reflect realities about India’s environmental conditions. The index successfully captures environmental problems that exist in India and have an immediate effect on people’s lives and nature, including air pollution in cities, damaged water supplies, and dependence on coal. To ignore these statistics means to miss the crucial points at which regulation needs to take place and policies need to be implemented urgently.
On the other hand, to see the country solely in terms of its 176th position in the EPI index means to disregard the ongoing efforts and policies that the Indian government is implementing despite major economic restrictions. In fact, the low position in the index reveals the existing environmental weaknesses, and the response from the government reflects a rapid transition starting from the low point.
