Every monsoon season, news reports of floods across the country are as common as the samosa stand on every street corner, so the Assam State Disaster Management Authority bulletin that went out on 10th August was not particularly new news. However, what does it say about the news cycle and the people watching it when death tolls of over 100 in natural disasters caused by mismanagement of people are no longer newsworthy of contemplation. By the time the disaster management bulletin was released, two more people had drowned, one in Golaghar and one in Karbi Anglong. However, this is an ordinary Assam paragraph. The state floods every year. The figures rise each time; this time around, 456 villages are still inundated, and close to 12000 hectares of cropland are damaged. It barely registers on the country’s radar, and by September everybody has moved on to the next horrible state affair. And while we watch it from the safety of our high-rises, with the luxury to move on, the 49000 people living in relief camps don’t quite have the luxury of moving on.
But despite the almost periodic yearly coverage filled with words like grim, deluge and unprecedented, the 2026 flood was not as usual.
For over seventy years, Assam floods have usually been associated with the Brahmaputra, when its main channel starts swelling through July, testing embankments along its length and spilling into districts that expect it yet are never quite prepared. While lower Assam, like Majuli and Kaziranga, moved their animals uphill to the Karbi Anglong side of the highway, this move did not help much this time around.
Between 18 and 20 July, the south bank sustained extremely heavy rainfall, causing upstream catchments in Nagaland and Arunachal Pradesh to flood unexpectedly fast. Golaghat was the worst affected, with roughly 70,000 people in the path of the water. This was followed by Sivasagar, with about 40,000, and Jorhat with more than 16,000. The India Meteorological Department later ruled out a cloudburst through a purely technical definition, which required 100mm of rainfall in a single hour and described the heavy rainfall as a prolonged, exceptionally heavy spell. However, this prolonged spell caused far more damage than anyone could have anticipated. Down To Earth reported 137 mm in Nagaland’s Mon district on 20 July, which was more than double the typical July daily average of 23–25 mm in Assam. The river expert Nayan Sharma spoke to the Assam Tribune and put the Mon figure at roughly 239 mm across the three days, and while the two numbers describe different gauges, they paint a similar picture of impending doom.
Since the Mon drains directly into Assam, the south bank tributaries of the Brahmaputra, like Dikhow, Disang, and Janji, rose past their danger marks well before the main river reached its own peak. This automatically meant that when the excess tributary water arrived, the main river had no capacity to take it. At Sivasagar, the Dikhow crossed its highest recorded flood level to date, and in several stretches the water simply ran over the embankments.
Because the districts those rivers pass through are part of Upper Assam, which had not suffered a major flood in over 40 years, the upper region’s false sense of security and privilege became its downfall. While Upper Assam was long protected by its economic well-being, like tea gardens and oilfields, this illusion of safety and historic relief was shattered in late July. Sivasagar alone had over 3.4 lakh people affected and Charaideo close to 1.9 lakh. More than 900 villages were under water in the 23rd July assessment. Environmental scientist Partha Jyoti Das pointed out that the privilege of Upper Assam ended up providing a profound critique of a sudden ecological and administrative failure, since neither residents nor district administrations had a reflex for it. Thus, the suddenness was not incidental to the damage but rather a substantial part of it.
These events and the following statistics raise an important question.
If a district across the border was recording five to six times its normal rainfall for three consecutive days, why were the administrations in those districts not already moving people and implementing flood-relief measures? After all, as we all know, floods in Assam are not a new phenomenon.
Reports indicate that while the Nagaland government did flag the possibility of severe flooding to Dispur, actual relief methods require people and departments to act promptly, which seems to be a skill that Indian government institutions have yet to learn. Even with a structured system, where the NDMA’s SACHET platform disseminated digital alerts and state authorities led ground evacuations, the rescue chain broke down. Chief Minister Himanta Biswa Sarma acknowledged that the government could not reach about 30% of flood-hit areas in Nazira and 20% in Sivasagar. His explanation for the scale of it was that people there were “not familiar with floods, and were caught unawares.” This points to a systemic administrative failure rather than a mere delayed response, with each breakdown compounding the next. As the Brahmaputra basin researcher Mirza Zulfiqur Rahman argued, an early warning without an evacuation plan attached to it is not much of a warning.
While it is true that rainfall is the trigger, it is definitely not the sole reason for the disaster. The real issue lies in the severe degradation of the river catchments.
The Brahmaputra system carries an enormous sediment load out of young, unstable mountains. When the water hits the plains, it drops that load, raising riverbeds and leaving channels that hold less water each year than the embankments beside them were designed for. Layered on top of this is the recent degradation of Naga Hills, specifically through deforestation, hill-cutting, quarrying, coal mining, and riverbed extraction. Sharma has estimated that Nagaland lost around 800 sq km of forest cover between 2013 and 2023, which, by his account, raises runoff and erosion during intense rainfall by a factor of 1.5 to 2. This means the catchments were destabilised enough that the July rain triggered landslides, and the flood that came down carried rock, sand, and mud as well as water, doing much more damage than water floods alone.
The rainfall caused such severe damage this time for a reason. The Assam Sammilita Mahasangha has blamed illegal stone and coal extraction along the Assam–Nagaland border for worsening the Sivasagar–Charaideo flooding, alleging that quarrying in the Dikhow bed disrupted the river’s flow and that abandoned, rain-filled coal pits collapsed into it. Because of these circumstances, CPI(ML) Liberation has been demanding that the Centre declare the floods a national calamity, listing border-area mining alongside upstream deforestation, ageing embankments, and climate-driven rainfall as reasons for the unprecedented damage.
However, it’s important to note that specialists don’t directly blame mining or deforestation. Instead, the argument is that degraded catchments convert the same amount of rainfall into significantly more water, sediment, and downstream destruction than two decades ago. This claim centres on how catchment degradation amplifies, rather than causes, flood impacts.
It would be convenient to say that Assam has been starved of flood money. However, explanations are rarely that simple.
Roughly 4,500 km of embankments line the state’s rivers, with something close to ₹30,000 crore being invested in them. Despite massive investments, the quality of flood infrastructure remains broken. While the Water Resources Department’s 2026–27 allocation dropped to ₹1,670 crore from previous highs of ₹2,700–3,900 crore, international funding has stepped in with a $382 million (₹3,635 crore) Asian Development Bank loan. However, a CAG performance audit reveals that no matter the funding source, the money buys the same failures: poor planning, chronic delays, and infrastructure that fails to protect anyone.
However, the department’s own outdated history is a better critic than any report. Assam’s flood control, initiated by a 1954 policy, relies on outdated, short-term embankments seventy-two years later, neglecting planned long-term measures. Concurrently, a ₹77,000 crore 2026–27 budget accelerates hydropower projects in fragile hill districts, pairing increased energy demand with rising sediment risks and neglected environmental calculations.
Post-disaster financial aid in Assam has moved quickly with increased ex gratia payments. This highly visible compensation seems less useful than the slower, harder work of floodplain mapping and cross-border basin coordination, which have been ignored. Thus, the true destruction is rooted in overlooked dry-season ecological damage, making the state’s failure to address this pattern a policy of inaction rather than a failure of memory.
