India has once again found itself near the bottom of a major global environmental ranking, raising fresh questions about the gap between policy ambition and ground reality. According to the “2026 Environmental Performance Index (EPI)” released by Yale University and Columbia University, “India ranked 176th out of 177 countries with a score of 22.46 out of 100”. The country sits just above Laos, making it the second-lowest performer globally. At the top, Estonia led with 74.79, followed by other Nordic and European nations that continue to dominate the index.
While the headline rank is stark, the full picture is more layered. India’s performance is weak across several core indicators, yet its ten-year trend shows improvement. This contrast- a rising score but a falling rank- explains much of the frustration and debate that follows every EPI release in India.
The 2026 EPI evaluates 58 indicators across 11 issue categories, grouped under two broad objectives: environmental health and ecosystem vitality. India’s scores collapsed in both.
Environmental health was the biggest drag. India ranked “174th out of 177th” in this category. The primary contributors were poor air quality, unsafe drinking water, and high exposure to lead and other pollutants. Urban centres continue to record PM2.5 levels far above WHO guidelines, and rural households still rely heavily on solid fuels for cooking in many states. Despite expansion of clean cooking gas schemes, the sheer population size means absolute exposure remains high.
Ecosystem vitality was only marginally better at 171st. Here, the index flagged three recurring problems: heavy reliance on coal, weak protections for biodiversity, and inadequate marine conservation. Coal still accounts for over 70% of India’s electricity generation. While renewable capacity has grown rapidly, the overall energy mix remains carbon-intensive. In biodiversity, habitat loss, fragmentation, and pressures on forests and wetlands pulled the score down. Marine protected areas and sustainable fisheries management also scored poorly, reflecting limited enforcement and data gaps.
The result is a composite score of 22.46, a number that places India far behind most large economies and even behind many low-income nations with fewer resources.
Not all indicators were red. In “climate policy”, India ranked 130th, still low, but significantly better than its overall rank. This reflects the government’s stated targets: 500 GW of non-fossil fuel capacity by 2030, net-zero by 2070, and large-scale afforestation and green hydrogen missions.
International assessors gave India credit for policy design and long-term commitments, even while noting implementation gaps. The EPI methodology rewards countries that have clear emissions targets, renewable energy roadmaps, and participation in global climate agreements. On these parameters, India’s score has improved steadily over the last decade.
This divergence is important. It shows that India is being judged differently on “what it promises” versus “what people breathe and drink today.” Climate policy looks forward. Air quality and water look at the present.
Here lies the twist that government officials often point to. While India’s absolute score and rank are poor, its “ten-year trend score is +7.47”. That means environmental performance, as measured by the EPI, has improved faster in India than in several countries ranked much higher.
The improvement comes from slowing growth in key pollutants, expansion of renewable energy, better waste management in some cities, and increased forest cover in certain regions. For example, the rate of increase in CO2 emissions has decelerated, and access to basic sanitation has expanded significantly since 2014.
But the EPI is a relative ranking. As other countries cut pollution faster, invest more in ecosystem protection, and clean up legacy industrial damage, India’s gains are not enough to move it up the table. A positive trend does not automatically translate into a better rank when 176 other countries are also moving. In short: India is running, but the rest of the world is sprinting.
Government Response: “Unscientific Methodology”: This is not the first time India has rejected the EPI. After the 2022 report, when India ranked last at 180 out of 180, the Ministry of Environment, Forest and Climate Change called the index “unscientific” and said it gave undue weight to certain indicators while ignoring India’s development context.
The same criticism has resurfaced in 2026. Officials argue that the EPI does not adequately account for India’s population size, development stage, and the trade-offs involved in lifting 800 million people out of poverty. They also point out that some data used by Yale and Columbia are modelled estimates rather than direct measurements, which can skew results for large, diverse countries.
There is some merit to this critique. Global indices struggle to compare a country of 1.4 billion with a country of 1.3 million like Estonia. Indicators like per-capita emissions or protected-area coverage penalise large, densely populated nations. However, critics counter that environmental impact is ultimately about absolute outcomes — the air people breathe, the rivers that run dry, the species that go extinct, regardless of GDP or population.
A rank of 176 is more than a diplomatic embarrassment. It has real consequences.
At the same time, the positive trend score gives policymakers something to build on. It suggests that current programs are moving the needle, just not fast enough.
If India wants to convert its improving trend into a better rank, three shifts are needed.
First, focus on implementation, not just announcements. India has strong climate and clean energy policies on paper. The gap is in enforcement: cutting coal plant emissions, managing urban waste, protecting wetlands, and monitoring industrial discharge in real time.
Second, prioritise environmental health. The 174th rank in this category is a humanitarian issue. Expanding clean air action plans beyond Delhi, fixing urban water infrastructure, and accelerating the shift away from biomass in rural homes would deliver both health and EPI gains.
Third, improve data and transparency. Much of the government’s frustration with EPI stems from data disputes. Investing in better, publicly available monitoring for air, water, and biodiversity would allow India to contest the rankings on facts rather than rhetoric.
India’s challenge is not lack of intent. It is scale, speed, and equity. The country must grow to provide jobs and services, while also decoupling that growth from pollution and resource depletion.
India’s 176th rank in the 2026 Environmental Performance Index is a sobering signal. It confirms that despite ambitious climate goals and a positive ten-year trend, the lived environment for most Indians- the air, water, and ecosystems- remains under severe stress.
The EPI is not the final word on India’s environmental record. Its methodology can and should be debated. But dismissing the rank entirely misses the point. The index is a mirror, not a verdict. And right now, that mirror shows a country in transition: making progress in policy and renewable energy, but still lagging badly on the basics of environmental health.
