A disturbing case from Begusarai district in Bihar has raised questions about how women who report sexual violence are treated by their communities. A woman who accused a man from her village of rape has alleged that instead of getting help, she was publicly humiliated by a village panchayat and forced to lick sputum as punishment. The incident reportedly occurred in early June but became known weeks later, after a video of the alleged humiliation began spreading on social media. Begusarai Police registered an FIR on July 31 and began investigating both the woman's rape complaint and the actions of the village panchayat.
According to the woman's complaint, she was allegedly raped by a man from her village on the nights of June 2 and June 4. She said some villagers had seen the accused leaving her house. Instead of questioning him, she alleged that the villagers accused her of having an illicit relationship with the man. The woman, who is a mother of two, said the matter was then taken to a village panchayat. According to her complaint, the panchayat decided to punish her. She alleged that she was forced to hold her ears, kneel in front of the gathering and lick sputum in public. Several villagers were allegedly present and witnessed the incident. Her husband, who works as a labourer in Tamil Nadu, was informed about what had happened over the phone.
According to police, the alleged humiliation took place on June 5 but did not become public for several weeks. The case came to light after a video reportedly showing the incident began spreading widely on social media. The video caused public anger and led to police action. Police said they were checking whether the viral video was genuine before taking further legal action. They also said that the man accused of rape was absconding. Officials said that if the video is found to be genuine, action will be taken against everyone involved in the alleged humiliation. The woman has also questioned the response she received from the police. According to her complaint, she and her husband first went to the local police station to report the alleged rape. She claimed that the police refused to register an FIR at that time.
According to her, the case was taken up only after the video of the alleged punishment appeared online and attracted public attention. She has also named several people who she claims were present during the panchayat meeting and the alleged humiliation. Police are investigating these claims along with the rape allegation.
Another disturbing sexual assault case was also reported from Begusarai around the same period. In that case, a woman alleged that five men entered her house late at night on June 11 in the Chakiya police station area. She said the men locked her husband inside a room and later took her to a secluded place, where they allegedly sexually assaulted her. The woman alleged that the attackers gagged her and hurt her with a sharp object when she tried to resist and call for help. She was first taken to a local hospital and was later sent to Begusarai Sadar Hospital for treatment.
During a later medical examination, doctors reportedly removed a live bullet, a stone and a piece of wood from her private parts. The woman said she did not know the objects were there because she had lost consciousness during the alleged assault. She also said that she continued to have severe abdominal and internal pain even after leaving the hospital. The woman also alleged that about three months earlier, unidentified men had entered her house, assaulted her and tried to sexually attack her before leaving with cash and jewellery. She claimed that police had been informed about this earlier incident, but no action was taken at the time.
Begusarai Police started an investigation into the allegations. Deputy Superintendent of Police Anand Kumar Pandey said that the woman's statement appeared credible based on the preliminary investigation. He also confirmed that a bullet had been recovered during her medical treatment. Police said they were working to identify and arrest the accused. They were also waiting for further medical and forensic reports to understand the case fully. The two cases are separate, and the allegations in both cases are still being investigated. However, they raise an important concern about how women can be treated when they report sexual violence.
In the first case, the woman alleges that instead of receiving help after reporting rape, she was blamed and publicly humiliated by members of her own community.
