The complaint that Vartika Katiyar made did not allege that Roopa Moudgil planted files. The latter accused the former of asking two personnel to enter her chamber in her absence, plant documents and take photos. Roopa Moudgil denied the allegations and called them false and baseless.

Who is D. Roopa Moudgil?

Roopa, a Karnataka cadre IPS officer from the 2000 batch, achieved fame as one of the country's most prominent police personnel after taking up high-profile postings and calling out several prominent people.

Having scored an All India Rank 43 in the UPSC Civil Services Examination, Roopa secured an All India Rank of 43 in the UPSC Civil Services Examination, Roopa joined the IPS rather than the IAS. She has often spoken of being inspired by former IPS officer Kiran Bedi, whom she met during her NCC days.

Roopa served in the Madhya Pradesh cadre and, in 2007, arrested then Chief Minister Uma Bharti in connection with a case related to the 1994 Hubballi communal violence. She again rose to prominence in 2017 while serving as the Deputy Inspector General of Prisons, Bengaluru.

Roopa registered a complaint against AIADMK leader V.K. Sasikala, who was lodged in Bengaluru's Parappana Agrahara Central Jail, alleging that she was being given special privileges. Roopa claimed to have found a special kitchen and other irregularities inside the prison.

Roopa has often challenged the administration, such as when, in another prominent case, she ordered hundreds of policemen deployed as security for politicians to be withdrawn, saying that they would be more useful in policing. She later served in cybercrime policing and took up several senior administrative posts within Karnataka.

The Vartika Katiyar complaint

The latest controversy began when IPS officer Vartika Katiyar filed a complaint alleging that documents had been planted in her office on Roopa Moudgil's instructions. Vartika, who served in the Internal Security Division of the Karnataka cadre, alleged that on 6 September 2024, when she was out of her office, head constable Manjunath T.S. and home guard Mallikarjun entered her chamber after getting the keys from the control room. She alleged that the two personnel acted on the orders of Roopa.

Vartika later alleged that documents belonging to other departments were planted inside her chamber and that the personnel took photos of them and sent them via WhatsApp. Katiyar's complaint raised concerns about the security and handling of documents belonging to other departments.

What did Katiyar say Roopa's role was?

In addition to saying that the documents planted inside her chamber were confidential and belonged to other departments, Vartika claimed that Roopa had ordered the personnel to do so.

She alleged that Roopa had even threatened to give her an adverse report in her annual performance appraisal. Katiyar also expressed concern that similar incidents could recur and, according to reports on her complaint, asked that Roopa be held responsible if anything happened to her. However, these are allegations made by Vartika Katiyar in her complaint and should not be taken as facts unless proven otherwise.

Roopa denied the allegations made by Vartika Katiyar. Roopa described the allegations as false and baseless. One of the arguments that Roopa made was that since she was a senior officer, she did not need to plant documents in a junior officer's chamber. She also questioned the timing of the allegation, given that she was transferred months after the alleged incident that had taken place in September 2024.

While Katiyar alleged that Roopa had ordered the personnel to plant documents inside her chamber, the latter denied the allegations.

Transfers followed the complaint.

The issue became more prominent when both Roopa and Katiyar got transferred.

On 3 March 2025, Katiyar was transferred from the Internal Security Division to the Home Guards and Civil Defence Department. Two days later, on 5 March, Roopa was also transferred from the Internal Security Division. She was appointed the Managing Director of the Karnataka Silk Marketing Board. The transfers took place despite the fact that neither officer's allegations had been proven.

Roopa's history of controversies

The Vartika Katiyar complaint was not the first time that Roopa's conduct had come under scrutiny. In 2023, she became embroiled in a high-profile altercation with fellow Karnataka cadre IAS officer Rohini Sindhuri. The two officials exchanged allegations, after which the Karnataka government ordered an inquiry into their conduct.

The larger question

At the centre of the controversy is Katiyar's allegation that Roopa Moudgil instructed personnel to enter her chamber, place documents belonging to other departments inside it and photograph them. Katiyar also alleged that Roopa threatened her with an adverse performance report.
Roopa denied the allegations and described them as false and baseless.

Katiyar's complaint establishes what she alleged; it does not, by itself, establish what happened inside her office. The subsequent transfers of the two officers likewise do not establish the allegations.

The distinction matters because the complaint alleged that documents were placed inside Katiyar's chamber and photographed. It did not allege that the documents had been stolen or gone missing.
