It has been seen generally that civil servants do not interact with the larger population. The hypocrisy of the system lies in the fact that the services which have been built for civil service are people who cannot place themselves in the shoes of a common man. In case, if some bureaucrats are found to have some good communication with public, very few of them take out time out of their busy schedules to help out other unemployed people who are aspirants of civil services.
Meet Himanshu Kafaltia, who opened 16 libraries in the state owing to the difficulties he had faced at the time when he was preparing for the civil services examination. We get to know that this sub-divisional magistrate always had a highly sensitive and emotional personality.
He not only didn't qualify the exam but also topped the PCS batch of 2016. He has earlier worked as an executive officer in the state government's Panchayati Raj Department and Assistant Administrative Officer in the Life Insurance Corporation of India (LIC).
The civil servant added, 'I have seen long queues of unemployed people who cannot even strike the initials of the examination on account of resource deprivation.'
It was then only when he had made a decision that he would make some concrete arrangements during his service so that every aspirant gets all the essential facilities that are much required to qualify the examination.
His attempt to promote readership among aspirants has led to the development of reader's clubs in all of these libraries. The libraries have been created in Jyolikot, Banbasa, Sukhudhang, Taliyabanjh, Budam, Danda, Salli and Tushraar. The libraries were just opened in the neighborhood areas.
The civil servant is happy when he adds that many members of these libraries have succeeded in clearing various examinations. His campaign gained more impetus and he is also supported by his wife in his endeavour. Moved by Himanshu's initiative, measures are being taken to expand the library facilities.
The example set forward by Himanshu echoes the saying, 'People who want to bring a change, work for it.' The perfect use of authority and sense of social service has raised the grandeur of respect for him. He has also upholded that,
'Learning spreads the cause better.'
