The Hyderabad Disaster Response and Asset Protection Agency (HYDRAA) is an independent agency in Telangana that was established, under GO 99, dated July 19 2024. to enhance disaster management and asset protection in Hyderabad and the surrounding areas.

According to officials, amendments are being brought out to legislations, including the Land Encroachment Act, Land Revenue Act, Municipalities Act, Panchayat Raj Act and WALTA Act, to confer powers on HYDRAA to take action against encroachments. “Powers delegated under an Act passed by the State Legislature cannot be further delegated to other departments. Exercise is said to be underway to promulgate an Ordinance amending the Acts so that there are no questions about the functioning of HYDRA,” a law expert said. Courtesy – Hindu News Paper

FTL: 

FTL stands for Full Tank Level. The full tank level is determined by estimating the water storage area or water spread area for each pond. FTL tells the area up to which water is stored if the pond is full of water during monsoon. There is no water in all the colonies. As a result, many people are occupying them and making constructions. Even if there is no water, the area comes under FTL. Even if there are patta lands under FTL, only agriculture can be done there. There is no permission to build there.

Buffer Zone: 

The area separating two or more water bodies is called a buffer zone. The extent of the buffer zone is determined based on the availability of water resources available there. Even if there is own land within the buffer zone, no construction should be done there. Only cultivation can be done. There are also varieties depending on where they are located. Some buffer zones are home to wildlife preserves. Reservoirs, ponds and ponds with an area of more than 25 hectares are considered as buffer zones. No construction should be done within 30 meters of them.

If the government is serious, and it should not see any kind of political background and should follow the operation as it was done in the case of the N-Convention, as proved in a short time by the seriousness and commitment of Mr Revanth Reddy by appointing the sincere officer Mr Ranganath. It's really a tough time for Revanth Reddy as he is doing Kathi meedha Samu and Puli meedha sawari as mentioned by Akunoori Murali and CPI leader Narayana.

The politicians at least now to realize and should voluntarily surrender if their property is lying under FTL and Buffer zones.

The city cannot withstand even 5 cm of Rain as most of the lakes have been occupied and constructed on Nalas and in buffer zones. We need to protect our lakes for future generations. It’s the responsibility of the government and the politicians.

The public appreciates the efforts of the present government, and the majority of even opposition leaders also appreciate the stringent action taken by the encroachers on FTL and buffer zones.

We need to consider the poor and middle-class people, if at all they have purchased long ago with hard-earned money, as the mistake is the Realtors and the officials, and middle-class people need to be considered. Reallocation to a suitable place should be given top priority and they need to safeguard their interests which include their children's education and reallocation expenses and assurance from the government.

Mr Ranganth specified that they also have human angles, and they are very particular if anyone constructs now on FTL and buffer zones, and it will be demolished.

At least now, the present government is serious about protecting lakes and giving due importance to hydra. The Hydra formation is a good initiative, and let's support the government in protecting the interests of our future Generations.

The government, which wanted to do good, will not be accepted by the majority of politicians, as they are greedy for money and keep on acquiring more and more properties on FTLs and buffer zones. I hope this Hydra will certainly put a full stop to these kinds of activities.

From June 27 to September 8, as many as 23 drives took place that resulted in the removal of 262 “encroachments” and a recovery of 111.72 acres.

Chief Minister Mr Revanth Reddy recently clarified in a public meeting that the Musi River project was not a beautification project but a comprehensive rejuvenation project to transform the Musi river in to boost the economy of Hyderabad in similar lines with the river rejuvenation South Korea’s Han River as the lifeline of Seoul city. A delegation under the leadership of Mr. Ponam Prabhakar, Honourable Minister for Transport and BC Welfare, Mr. Dhankishore, MD HMWSB, Mayor Mrs G. Vijayalaxmi and team visited the city very recently to have updated knowledge and information on the Han River project of rejuvenation.

The Han River front of 41.2-kilometre watercourse through the city’s core region. The project follows the 2007 hanging Renaissance Project. As a part of the effort, the government developed green spaces along the river and built a 10,000-square-metre floating artificial island on the water body. Unveiled in 2003 and set for completion by 2030.

The government has allocated Rs 141 crores for the preparation of the detailed project report (DPR) which will be completed by an 18-month period. Once the project is ready and it will take 5 to 6 years to develop the entire Musi Riverfront to enhance the standard of living, create jobs and finally improve the livelihoods of the Hyderabad people.

Mr. Revant Reddy further assured that the Musi rejuvenation would not only solve environmental and housing issues but also secure the future of Hyderabad preventing flood risks and waterlogging, as we have witnessed the cities like Bengaluru, Chennai and recently witnessed Wayanad of Kerala. The Polluted Musi is not only just poisoning Hyderabad but also Nalgonda, where contaminated water flows, The Musi River project revies both the regions of the state.

Dream Project: 

The Government of Telangana is determined to expedite the “Musi Riverfront development” in the first phase and wish to develop a 20.5-kilometre stretch along two streams starting from the Qutb Shahi Tombs up to Langer Houz, beyond Bapughat. The two streams are from Osman Sagar (Musa) with 11 kilometres and Himayat Sagar (Esi) with 9.5 kilometres. The entire stretch will be developed as a tourist destination.

The government is targeting 1 lakh tourist footfalls in the circuit through the development of world-class, world-renowned universities and educational institutions, entertainment, and health facilities. Let’s hope the dream project of Mr. Revanth Reddy, Chief Minister of Telangana Government, fulfils the “Musi Reiver Front Development” project.
