India, the land of diversity, not only in terms of language, culture, or religion but also in terms of people's perceptions and perseverance, is the youngest country in today's time. At present, we have the largest population of 35 years of age in the entire world. Therefore on one side, this can prove to be an asset towards nation-building on the other side it can also turn out to be the subject of violence, mob lynching, unemployment, crime, terrorism, social upheavals, hatred communalism, etc. Thus to prevent this from indulging in all such malpractices and social evils and to guide them towards nation-building we have to transform this workforce into a formidable force that is capable of winning laurels one after the other.

To do this we have to formulate our human resource management strategy for the next 25 years so that India at 100, turns out to be the most employed nation in the world. But for this we have to work in two steps-

First is employment opportunities
second is education and training

It is very important to understand that every youth possess different sets of skills, perceptions mindset, Outlook toward life, etc. Thus it is very important to segregate the youth into different sectors and train them accordingly instead of guiding them towards one goal or one sector only.

In order to achieve it first step is to generate employment opportunities. this can be done in three sectors

first is government sector
second is private sector
Third is the entrepreneur sector. Let us take them one by one

First is the government sector - In India the most sought-after job opportunities exist in the field of government sector. This sector has various merits that make it one of the most popular destinations for unemployed youth like stability, regular salary hikes, government benefits, promotions etc. Thus it is capable of attracting best talents in India especially in the group A services. So first of all vacancies should be maintained if not increased at all the levels - group A, group B, group C and group D and that too across All the departments at both the centre and States. This will not only attract fresh talents but also help in nation building and development all together by attracting the best brains.

In the area of semi government jobs like that of banks PSU, etc the employment opportunities should be increased so that it turns out to be the next best career option in today's time. It cannot be denied that various PSU like ONGC GAIL NTPC ETC are performing extremely well both in terms of reach as well as capacity; among banks also SBI turn out to be the biggest bank of India. Thus in order to serve two purposes

first is unemployment reduction
second is Service Delivery

vacancies across all the government sectors should be enhanced and maintained.

Second is the private sector jobs- Here jobs exist in three categories namely corporate jobs, mass hiring jobs, and freelancing jobs. In order to achieve it we have to take various important steps like

  • labor laws should be made egile which is capable of attracting companies also and prevent layoffs and strike loss.
  • ease of doing business should be enhanced by making the rules and regulations simpler so that more companies can come to India.
  • by improving social security measures like EPF PF gratuity etc. so that during layoffs periods unemployed youth can survive till he gets a new job.
  • by establishing such unemployment portals like Shram Suvidha portal ETC. so that unemployed youth can easily get new opportunities and he will be able to transform his strength to the maximum and in the correct way.

Thus by employing all these steps not only private sector will be more attractive for the unemployed youth but at the same time traffic for the government sector also get lesson.

Third comes the entrepreneur sector - startups is a buzz world nowadays. Thus the entrepreneurial skills need to be enhanced among the youth so that not only he will be able to run many startups but also able to sustain them. These steps could be -

  1. By providing loans at cheaper rate of interest and for longer duration of time. Some schemes like MUDRA Yojana is going at present on the same concept.
  2. By enhancing various schemes like that Tax holidays, special economic zones, negligible taxes during the first three years of germination of the startups etc.,
  3. By increasing the rate of campaigns like startup India, stand up India, make in India etc. so as to invite larger sections of FDI, FII, FPI ETC. in the country in various sectors.
  4. By enhancing the spirit of cooperative and competitive federalism among the states like Vibrant Gujarat, etc.

Thus by taking the above steps not only under entrepreneurial sector will be more attractive but at the same time sustainable too.

In order to generate all these employment opportunities the second step which is essential to be taken is towards education and training facilitation. Thus this can be done by taking various steps like-

  1. With the advent of new education policy 2020 now children have more options to decide their career path from the beginning only. Considering it an important step its effective implementation turns out to be all the more necessary for the future governments to undertake.
  2. Apart from the Institutions of national importance both UGC and AICTE should make a stringent parameters to grant licences to colleges of various skills both technical and non technical. This is essential to prevent mushrooming of colleges and institutions and also to maintain the quality of training and skills these colleges are concerned with providing.
  3. Seats at the medical colleges should also be increased and focus should be that fees of private medical colleges should be regulated so that medical field jobs along with paramedical field jobs continue to attract the best talent and remain a good source of employment.
  4. Education budget should be increased not only at the centre but also at the state level so that the quality off the education at primary and secondary schools of government sector can be enhanced and maintained at par with the private schools like that of recent example that of Delhi government which has transformed the status of schools at the government level.
  5. More research Institutions and Research based scholarships and fellowships should be increased so that more development can take place in the field of research and development also.
  6. Foreign collaborations should also be enhanced and maintained through student exchange programs, scholarships and fellowships etc. so that Global standards of education can be achieved and maintained at the national level too.
  7. All these developments should take place in all the states of India so that student migration can be reduced to some prosperous and more educated States and every state turns out to be an education hub in itself.

Thus if both of these steps, that is creation of opportunities and provision of of education and training, are taken effectively, efficiently and simultaneously then India can definitely turn out to be the most productive human force which is capable of achieving laurels in any field in the entire world.
